Response to email of June 16, 2016 regarding TRACS Application

  1. Under IER #3.a, c. A full-time CEO who is appointed by the Board and a full-time CAO with the appropriate graduate degree(s) from an accredited institution. (TRACS Standard 6.8, 7.4). Although SFWBC identified and listed both the positions, no formal contracts were provided for review. Documentation for this IER includes a copy of the contract for the CEO and the CAO which was not included with the application materials received. Please provide contracts of both positions for verification of compliance.

  1. Under IER #5 .b, Learning Outcomes for each academic program (TRACS Standard 11.4.a and 19.5) Although SFWBC listed several outcomes it was not written in measurable terms and were not program specific. SFWBC needs to write measurable outcomes specific to each program it offers and provide this for verification of compliance.

  1. Under IER #6.a, (TRACS Standard 15.1) requires a full-time contracted, academically and spiritually qualified faculty for each major/program offered. Although SFWBC listed and identified its full-time faculty members for each program complying with this IER, the Instructional Staff Listing (ISL) lists Dr. Daniel Baer (CAO/Academic Dean) as full-time faculty. Academic administrators cannot be listed as full-time faculty. However, they can be listed as part-time faculty. Please clarify this information.

The list of faculty has been divided into Full and Part Time. CAO, Dr. Daniel Baer has been listed under part-time faculty.

  1. Under IER #7.b, Evidence that finances will continue to support the programs (TRACS Standard 17.1, 17.7). SFWBC indicated the inclusion of a copy of the institution’s five year financial plan and 5 year Projections. While the five year financial plan seems basically adequate the ARC could not locate the 5 year Projections. Clarification is needed concerning the 5 year Projections. Further, SFWBC submitted documentation of a Line of Credit with a local financial institution in an amount sufficient to meet the 10% contingency reserve requirement.  However, the submitted documentation indicates that the line of credit matured on April 20, 2016. SFWBC should submit documentation that the line of credit is still in effect. Please provide this information for verification of compliance.

  1. Under IER #8, TRACS (Standards 19.1, 20.1) requires a comprehensive board-approved Assessment Plan and a Strategic Plan which is in use. Although SFWBC provided a Board approved Strategic Plan and an Assessment Plan for review, no minutes were provided of the board meeting at which both the plans were approved other than a statement indicating that the Board of Directors approved the plans at a meeting on April 14, 2016. SFWBC needs to provide a copy of the actual minutes of the board meeting at which the plans were approved for verification of compliance.

  1. Under IER #9.b, TRACS (Standard 21.4) The institution employs an adequate number of professionally qualified library staff. From the materials submitted it was unclear whether SFWBC met this requirement. SFWBC identified a Volunteer Librarian with the required credentials but no contract was provided for review. Further, SFWBC listed a Head Librarian with experience but did not include the academic credentials nor a contract for this person. Documentation for this IER includes providing a copy of the contract of a professionally qualified librarian.

Response:

A qualified librarian has been hired and a contract signed for 5 hours per week through the 2016-2017 school year.

  1. Under IER #10, The institution has facilities and equipment which are adequate for all learning activities. (TRACS Standard 22.1). Although SFWBC provided a class schedule with room assignments for the current semester it did not provide a facilities plan. SFWBC needs to provide a facilities plan for verification of compliance.
